It is not that stunning in winter as one of the most famous falls in Japan. It is free for everyone but you can buy ticket to take elevator down to the lower position to enjoy the exclusive view, which is within expectation. I bid the view will be much impressive if coming in Autumn.

Amazing waterfalls.. one of the tallest in Japan (not the tallest). Autumn foliage there is just breathtaking. You can view the waterfalls for free from a viewing platform or go down to view them up more closely for a fee of 600 yen if I'm not mistaken
