    For a free observation deck, it was nice. There's a cafe, a restaurant, and restrooms on the same floor. You can look towards the sea and the mountains. Kobe is pretty at night and you can see some light ups on the mountains from here. It was dark and cloudy, so they looked like they were floating in the sky, which was cool. Other than that, there was not much else there. The staff seemed friendly though.

    Easy to find and get to. Provided a nice view of the city. Very nice that it was free. Also had free WiFi at the top.
